Anti-DopingNew UK Anti-Doping Rules were released by UK Sport on the 2nd of July 2008 which will bring National Governing Bodies (NGB’s) in line with the new World Anti-Doping Code.

The new Rules, which will come into force in January 2009, reflect the revised WADA Code and among the main changes are:

•  A potential for increase of sanctions in cases involving aggravating
circumstances such as being part of a large doping scheme, use of multiple prohibited substances or a prohibited substance on multiple occasions, or the athlete engaging in deceptive or obstructing conduct to avoid the detection;

     •   Incentives for coming forward, so that an athlete may be able to lower their period of ineligibility in
         exchange for information against others;

     •  All substances on the List of Prohibited Substances to be classified as Specified Substances,
         other than hormones, steroids and certain stimulants;

     •  National Anti-Doping Organisations having the mandatory right to appeal decisions made by all
         national governing bodies with regards to sanctions on athletes for anti-doping rule violations;

     •  The mandatory suspension of an athlete following an adverse analytical finding in an A sample for
         Non-Specified Substances;

     •  The introduction of a standardized approach to the issue of whereabouts and missed test
         violations. 

The Government has also welcomed recommendations from UK Sport to modernise the UK’s approach to anti-doping, leading to the creation of an independent National Anti-Doping Organisation (NADO) with far reaching new powers. The body will be established in time to lead the fight against doping in sport in the build up to London 2012.  Details on the new NADP can be found below.
