In 2002, Tennis Wales started on a development plan to introduce tennis into more socially deprived areas and locations where tennis participation was low. Adapting The Lawn Tennis Association's City Tennis Clubs programme, which looks to establish clubs and coaching programmes in inner cities, Tennis Wales has supported a programme Rhondda Cynon Taf.
Tennis Wales hopes to expand this programme and look at increasing the opportunities for coaching in the more rural areas of Wales.
